本期文章将着重介绍WIPO学院的合作项目、出版期刊和论文征集活动。

This article will look at projects, publications and call for papers by the WIPO Academy.

学院与发展与知识产权委员会（CDIP）有着密切的联系，并合作推出了许多CDIP项目，旨在进一步支持知识产权能力建设，例如司法培训机构项目。学院还开展了其他项目，如远程学习计划下的IP4Youth&Teachers服务。

As a key tool for development, the Academy has close links with the Committee on Development and Intellectual Property (CDIP), and has a number of CDIP projects aimed at further supporting IP capacity building. The Academy also runs other projects such as the IP4Youth&Teachers service under the distance learning program.

司法培训机构项目

Judicial Training Institutions Project

司法培训机构项目是发展与知识产权委员会批准实施的“与发展中国家和最不发达国家司法培训机构在发展与知识产权教育和职业培训方面的合作”的项目。该试点项目旨在协助四个试点国家的司法培训机构为法官和其他司法人员提供有效的知识产权继续教育课程。到2018年底，每个试点国家都将拥有一个专门的法官知识产权工具包，该工具包将服务于各国所有司法机构成员。

The Committee on Development and Intellectual Property (CDIP) approved the implementation of a project entitled Cooperation on Development and Intellectual Property Rights Education and Professional Training with Judicial Training Institutions in Developing and Least-Developed Countries. This pilot project aims to assist the Judicial Training Institutions of four pilot countries in delivering effective continuing education programs on IP for judges and other members of the judiciary.  By the end of 2018 – each pilot country will have a dedicated IPR Toolkit for Judges which will serve all the members of the judiciary in the respective country.

·Selected publications and reference materials

·Free access to a specialized database on IPR court cases

·Electronic network for judges for information sharing and peer-to-peer learning

·Dedicated platform for online continuing education through the WIPO Academy platform

IP Training Institutions

世界知识产权组织为成员国建立知识产权培训机构（IPTI）提供援助，旨在帮助成员国结合本国具体目标和工作重点，培养自力更生的知识产权培训能力。

The WIPO Academy provides assistance to member states to establish intellectual property training institutions (IPTIs), aiming to enable member states to create their own self-sustaining IP training capacity focused on specific national goals and priorities.

与WIPO合作的中国的知识产权培训机构（IPTI）包括中国知识产权培训中心。中国知识产权培训中心由中国国家知识产权局管理，为知识产权专业人员提供全面、系统、个性化的培训，促进知识产权教育各方面的卓越发展。

IPTIs established in China in cooperation with WIPO includes China Intellectual Property Training Center (CIPTC) which is governed by China National Intellectual Property Administration (CNIPA) and provides comprehensive, systematic, and customized training for IP professionals, promoting excellence in all aspects of IP education.

IP4Youth&Teachers

WIPO学院的“IP4Youth&Teachers”项目旨在通过知识产权激励创造和发明能力。项目通过加强教育工作者、课程设计者和知识产权局之间的对话，提供教学和学习内容，助力教师和学习者的知识产权教育之路。同时，针对早期知识产权教育在促进创新创造发明的积极作用，项目也成为一个分享各方经验、政策文件、商业案例和研究成果的中心。

The WIPO Academy has developed a service to help teach creativity and inventiveness through intellectual property (IP) called IP4Youth&Teachers. The service kick-starts teachers and learners on their path to IP education by cultivating dialogue among educators, curricula setters, and IP offices by providing access to teaching and learning content. It is also a hub for sharing experiences, policy documents, business cases, and research on the benefits of early introduction to the role of IP in inventiveness and creativity.

Call for Papers

2019年产权组织-世贸组织专题讨论会 WIPO-WTO Colloquium in 2019

《产权组织-世贸组织专题讨论会论文集》是一份同行评审的学术期刊，自2010年以来，每年由世界知识产权组织（产权组织）和世界贸易组织（世贸组织）联合出版。

The WIPO-WTO Colloquium Papers is a peer-reviewed academic journal, published jointly by the World Intellectual Property Organization (WIPO) and the World Trade Organization (WTO) each year since 2010.

产权组织和世贸组织目前正在征收论文，以展示参加过往届讨论会的与会学者们近期的原创性学术成果，收录进该期刊2020年特刊。论文摘要和开题报告须于2021年2月28日前提交，研究论文完成稿须于2021年4月30日前提交。

WIPO and WTO are currently accepting papers to showcase recent original scholarship by the alumni group of scholars who have taken part in past colloquia as part of a 2020 special edition of the journal. Abstracts and proposals should be submitted by February 28, 2021, with completed research papers due by April 30, 2021.

提交的论文最好属于以下三个主题之一

·2019冠状病毒病大流行的知识产权问题：应对全球卫生危机的知识产权法律、政策和做法；

·知识产权、新兴技术及数字环境的挑战和机遇；

·知识产权与发展反思：联合国可持续发展目标框架内知识产权法律和政策的过往经验教训和新的方向。

The papers submitted should ideally fall under one of the following three themes

·The intellectual property (IP) dimension of the COVID-19 pandemic: issues of IP law, policy and practice in responding to a global health crisis;

·IP, emerging technologies and the challenges and opportunities of the digital environment; and

·Rethinking IP and development: past lessons and new directions for IP law and policy in the frame of the UN Sustainable Development Goals.

论文提交请遵循论文“规则和交稿指南”，论文篇幅应在4,000-6,000字之间（包括一篇简短摘要）。

“The Rules and Submission Guide” for the Colloquium Papers should be followed, and papers should be between 4,000 to 6,000 words in length including a short abstract.
